This means you've got a folder in the wrong palce. It's suppsoed to go Mods\Imperial_Civil_War\Data . Most likely, you've got an extra folder in there somewhere.

Everytime i try to open the mod it always opens foc and not the mod. I have the gold retail version i tried deleting it and reinstalling the mod but it still wont work.
