I am curious to hear the debate on which is a stronger force.
Well originally I'd have said the Storm Commandos, but they are more of an infiltration/advanced recon unit than a massive deployment force. They have training with infiltration, basics of combat and sabotage. However in toe to toe battles they usually didn't fair too well, as that wasn't their intended role. The Blackhole Stormtroopers mostly were attached to Cronus and his Intel Ops(as well as the one contingent seen with Carnor Jax) and as such were mostly bodyguards in role. While they would have been well trained, it's likely most seldom saw much combat action and were also just basic Stormtroopers that Cronus gave black armor to in order to cater to his own sense of aesthetics. As such I honestly have to go with the Raptor Troopers, who received all the training options of the Stormtroopers, Storm Commandos and additional training of their own. They were widely regarded as superior to Stormtroopers and were almost always on the front line of Zsinj's offensives. They had superior equipment, armor and training as well as their constant battlefield experience coupled with a fanatical devotion to their leader's cause. As such I would rate the Raptor troopers as superior to the other two.
I assume the JP raptor inclusion was a joke as they are OP as hell...
