Those were a very few worlds that were too entrenched to ever break more than anything that would pose a threat to even it's neighbours.
Not to mention that Most of the worlds were dealth with well before Yavin.
So they wouldn't really make sense as a raid fleet. They were basicly kept around as an excuse for palpatine to expand the fleet at a rate he did.

It is possible to do so, but not for 2.2.
We don't have the resources and time to create ships that only has a very low chance to show up, and only in a random event.
IF and that is a big if the hutts are going to get expanded, they most possibly will appear in raid fleets as well, but even though both hutts and pirates vere active during this time, neither parties had the resources, manpower or desire to try to do anything significant.

Is it possible to add new raid fleets like maybe the pirates , mandos or hutts that attack? I know the mandos might be a stretch but the pirates and hutts where active during the civil war.Just a suggestion.
