In vanilla this was 1 for the Rebels and 3 for the Empire, which meant a Rebel planet would only be disclosed to the Empire once more than three structures had been built (I believe the levels are determined only by ground structures rather than the starbase level).
Planets that aren't accessible to your faction are always blocked out with the blue grid model. There are also some planets with a "ground base stealth" bonus which obscures the ground base irrespective of development level but I don't recall if that also hides general planet ownership.
