Sorry, but this can't be achieved within the game's engine. The population's allegiance is entirely dependent on the map itself, which would mean that we should have 10 version of each map, but since the map is inseparable from the planet and it is impossible to change it mid-GC, it is impossible to do such a thing.
you might have noticed that we even brought back maps from the base game, because there are so many planets that we can't make that many maps as it is, much less having the capacity to make variations of those maps that are already done.

How about a mechanic where a traditionally hostile planetary population becomes friendly when an invader attacks the current occupier (who is hostile to planet population). Ive seen the occupying force attacking civilians. If I as an invader were to intervene on the side of the populace, the populace becomes friendly to me.
