In my games I have found that I make relatively little use of my space construction slots on any planet that is not on the front line.  Noticing this, I was thinking about what use could be made of them. The idea that has snagged me so far is having a moderately expensive structure called a "salvage operation" which has a small chance of spawning a ship for you.  Usually it would spawn weak/old ships, with a rare chance of spawning a better vessel.  What do you guys think?
