Thanks! It worked like a charm! 2.15 GC is now a proper challenge!

I uploaded the file if anybody would like to use it themselves.

Unzip the archive and drop the XML into your Mods\Imperial_Civil_War\Data\XML folder and overwrite when asked. Presto the enemy fleets are now actually a threat.

It's been in since at least 1.2, if not 1.0. The traderoute travel multiplier has to not be set to 0.

I've actually only played with 2.15 , not 2.1. Does this bug happen with 2.1 or just 2.15?

The AI has a problem where it miscalculates the time it takes for multiple fleets to reach the same planet at the same time and ends up sending many little fleets that don't do much of anything instead. I know this was fixed in 2.2, but I was wondering if whatever file that controls this could be copied over to my 2.1 folder and fix the issue.

As it stands I prefer 2.2, but only one GC kind of wears thin after awhile. Unfortunatley 2.1 is not very much fun when the AI doesn't even have a chance against you on hard difficulty. :(
