I usually split my fleet up at least six ways on the galaxy map.  Really can't say for the others, it's been a while.  I've found that to be quite effective on the larger map, no matter the faction.

Like Palps said, it depends.  100 fleet would be overkill on some of the smaller maps, while with large fleet sizes and a large map, 100 would be pretty puny on the largets maps.

Do you mean something like a raiding party?  It should all depend on how much fleet supply you have and how large the map is.
