I could be wrong, but i'm pretty sure that's what he meant. also, for future reference, I consider there to be 3 republics. Old republic, before the battle of Ruusan, Galactic Republic, from Ruusan to Mustafar, and New Republic, from Endor to 2nd Borlieas.

But (and this is only a theoretical thinking, not having any ties to reality at the moment) I have to agree with Revan. And it would be the CW old republic. Considering that we have many assets already done to that era, only requiring a slightly different skin.
