I thought Daala allowed greater non-human participation in the Imperial military?

She did but Pellaeon was the pioneering force behind it after Thrawn

So I've been reading up on a lot of legends stuff on the wiki, and I wonder if Daala´s empire (and by extension Palleon's) was any less humano-centric and corrupt than previous instances. I know Thrawn wasn't Xenophobic or corrupt, but I wonder if Daala and Palleon followed the same ideals as him. I would appreciate it if anyone could tell me.

Daala and Pellaeon reformed the Empire. Daala allowed Women into positions of authority and merit(ironically one of these women gave clearance for Callista to enter the Knight Hammer's bay and sabotage it)
Pellaeon dropped the anti alien bias as well allowing nonhumans to join and rise in rank. The Pentastar Alignment had some nonhumans in it and when it was absorbed by Pellaeon he broadened that policy. So yes, their Empire was much less humanocentric and xenophobic.

Some of the Moffs though were still die hard anti alien and resented Pellaeon's policies and Daala's interference.
