The mods folder for Sins is in your documents/My Games/Ironclad/Sins of a Solar Empire Rebellion folder, it doesn't go in the game's actual data files. The folder should already exist so you'll know it when you see it.

I downloaded the mod then unzipped it to its folder but its not working. C:\Program Files (x86)\Steam\steamapps\common\Sins of a Solar Empire Rebellion\Mods-Rebellion v1.82 but it wont show up.
