What version?  Sounds also like an unpatched version, as there USED to be non-active factions in the bigger GC's before the team released the defreezer.

We've never changed that in any released build.

No, i don't have AotR.
I have deleted the ai folder, i think the ai works now; but it seems that when i am playing as pentastar, only the remnant and the New Republic are participating (Imam playing the art of war). The empire of the Hand stays passive. When i am playing as remnant, the empire of the Hand is working. It seems that the ai does not build any spacestations, and that the New Republic ist mostly Building fighters.

I think it is a new Installation without AotR

When it happens, it's because those mods install their AI files to the base game. The game basically doesn't care about AI changes, although having the edited files in the base data folder means sometimes the AI just entirely shuts off.

I found that problem after uninstalling Awakening of the rebellion mod.

I had to reinstall the game and deleting the saves as well.
