No, I hadn't taken over the space. Infact the way the game progressed there were still a good portion of the map that I hadn't even 'explored' yet. Basically I'd trapped Isard in the SW quadrant, I say 'trapped' though it was really just her staying there, I'd goad her over one of my planets and attack with waves of A and B-wings numerous times until her fleet was all but destroyed, then eventually took her out, Thrawn attacked me with every hero character like 2 seconds into being in era 2, so i was then in era 3. Palps stationed himself on Corellia, I took it's space, Kuat's space, then the space of the planet north of kuat so I could rescue Leia who spawned on one of my isolated planets and move her to mon calamari. This essentially cut the IR's forces into two regions (3 untouched planets to the west side of the map, and that cluster around the three transitory mists in the middle of the map up to dathomir. They also still had bilabringi and ord mandel. So really 3 regions. I then took Kuat proper, and then focused on Corellia. Where the game continued to break.
I ended up going back to previous save til before I took Kuat to see if that was an issue, but it was earlier than I expected, I basically had to do a lot of fights over, the game progressed very differently, I lost a number of battles (and heros) I'd originally won and retained, and though I was bothered by the fact that Palps had decided to park himself on Kuat (which I was trying to isolate as a possible bug), I eventually killed Palps when he was part of an invasion force and the game proceeded into Era 4 without a hitch, though I was in far worse shape than I'd have been originally. EotH is seemingly invulnerable in era 4.
Another thing I want to try is to loading the original game, killing Palps on Corellia and then retreating (not waiting to win the planet) and see what happens.
