Thanks everybody for the help.  It is working again so good, but bad is it decided to fix itself so I have no clue what happened.  Sorry for the late reply.  I will keep these in mind if it happens again.

What Rovert said. Using the compatibility settings tool in Windows 8 is what made it work for me. Another heads up is that it may not recognize your graphics card versus your built-in one. You can fix this by just using the Nvidia control panel or ATI control center to force your graphics card to associate itself with that program.

I have been playing Empire at War on this computer for about a year and a half now and it has just decided to say that Empire at War is incompatible. How do I fix this? I have the RAM patch and all the rest but it still gives me problems.
