Units available in Skirmish are controlled in the xml entry for the structure used to build said unit (e.g. capital shipyard for ships).  You'll need to find the appropriate xml unit name and add it to the shipyard's skirmish buildables list.

I would like to put the Crimson Command Victories and Bothan Assault Cruisers into skirmish mode but I don't know how to.  Could someone help me with this?
