So, I've been playing against a friend of mine in skirmish, and to a lesser extent GC. When I played the New Republic one time , I realized something. The Nebula was ridiculous, I always knew it was really good,  but the Nebula is just crazy powerful. Especially in Skirmish, where it's just 6k and just overpowers everything else in its path. I looked at this and I tried to figure out why this was, and I experimented with a few things. First I tried raising its cost and production time significantly, but even then I found they were still too powerful.

I decided this was due to power to weapons, or specifically the way power to weapons is implemented on the Nebula. Basically, the Nebula suffers next to no penalties for using this ability in exchange for an enormous gain in firepower, unlike many other ships that posses the ability. The result is that a Nebula, or worse, several Nebulas grouped together, are pretty much unstoppable. They have an excellent fighter complement, strong shields, a fairly small profile, and good speed and maneuverability, not to mention their scary firepower. This makes it way too easy and viable (it's very viable) to just spam the crap out of Nebulas, since they're just so damn good.

After I realized this, and realized cost/build time increases would not be enough, I decided to take a more drastic step. I removed power to weapons entirely and left the Nebula without abilities. To make sure the ship was still viable without it, we tested an ISD II vs a Nebula in a 1v1, with no fighter complements. The result was that the Nebula destroyed the ISD II, but, and this part is important, it lost shields as well as a hardpoint or two. If I had done this with power to weapons, the result likely would have been the Nebula easily overpowering and destroying the ship with at best moderate damage to its shields. I suspect that a power to weaponless Nebula would fare worse against a Tector (we have yet to test this), which I think is a good thing, since the Remnant really needs the Tector to be the strongest 4 pop capital ship. The reasoning being that, if the Nebula is stronger, it has both a  better fighter complement (aka it has one at all) and is stronger, in addition to being cheaper. Essentially this leaves the Remnant helpless against the onslaught of the Nebula wielding New Republic.

Basically, what I'm saying is I'd very much appreciate it if the team would consider removing power to weapons (or at least changing its implementation) from the Nebula so that it will be competitive with other ships, which in the current release I strongly believe it is not. Thank you, sorry if I came across harsh!
