Emperor Palpatine is currently unavailable right now as he is trying to clone himself in the toilet and it will take a couple of eras  for him because he is an old man  :).

It's because Byss is locked until era 3, when Palpatine reborn comes into play. You're probably still in era 1 or 2, when Isard or Thrawn is head of the IR, respectively.

I've checked the forums for other threads just to ensure I wouldn't be repeating something, I'm not entirely sure but I'm going to assume it's a glitch, basically Byss is just grey, I have tried sending space fleets to go and take it over but they won't actually go at all to the planet, nothing happens, so I then tried sending them to a planet after thinking that maybe on the way to a planet after it, it would go to Byss, but actually it just completely ignores the planet... ???
