Unfortunately we do not have any translators to prepare language files for mod.  However you can fix this by going into Forces of Corruption/Mods/Imperial_Civil_War/Data/Text and renaming the MasterTextFile_ENGLISH.dat to MasterTextFile_GERMAN.dat.  Naturally this will make all the text show in English, but you shouldn't have anything [MISSING].

Instead of getting proper Tooltipps i only get [MISSING].
I am using the german version of FoC patched to 1.1 an with 64-Bit fix.
