Part of the reason you will see this lack of units for the NPFs (i.e. Hapans) in the current released version was due to the essentially broken AI. The AI of the playable factions tended to go after the NPFs and not the player for no particular reason; either completely wiping them out or severely reducing their unit numbers. In the current version I have now (an alphaish version of the patch) which has a fixed AI; the NPF factions aren't targeted nearly as much and have the ability to maintain and further expand their fleets and control. So once the patch is released you will notice a major change in the way the AI acts and in effect an increased NPF presence such as the Hapes Consortium.
I didn't know that. I suspected that there weren't cuz when I attacked those world there weren't anything except for a lvl 1 starbase and 1-2 fighter squads and the hapans held all the mists around their worlds.
When I was conquering the Hapan Consortium I was really surprised that there was hardly any resistance, on hard difficulty.
What I'd like to suggest: There should be really strong fleets protecting the Hapan worlds with many battle dragons. They should be defensive but react aggressively if attacked. It should be really hard to conquer - both in space and on ground - them, but each planet would give a serious bonus, e.g. 10-20.000 credit.
I do not suggest that the conquering faction receives the ability of producing battle dragons, so it is good as it is now. I imagine the hapans would blew up their facilities and destroy the plans before handing them over to a conqueror.
