The Jedi can make other people think things, I dont think right-minded Jedi have mental blocks.
It doesnt have to be a "physically" applied mental block from another Jedi, i was more thinking in terms of indoctrination through the Jedi's training - what they get taught is enforced solidly enough to be ingrained in their minds, to the extent that they block their own potential...

Maybe it was learned difficulty - it was impressed upon them how hard it was to maintain, which created a sort of mental block that made it hard for them..

No.. the OJO knew that there were dangers (such as the personality bending/mental bond from prolonged use) associated with using the Force Meld (as explained in OF), but they overrated them (to such an extent that only very experienced Masters would even attempt the Meld).  In the NJO, the records from the OJO were for the most part unavailable (presumably destroyed in the Jedi Purge or subsequent events), therefore they did not associate any dangers with the ability when they rediscovered/developed it.

The other explanation is that they are two seperate but closely related abilities..

It could just be that the OJO was more cautious in usage of the Force, and thus they overrated the dangers attached to the Force Meld..  In the NJO, there was no knowledge of any danger from use of the Force Meld, and no record of such issues from OJO would have survived Palpatine's purge.
