How do I obtain Leonia Tavira and Peallon in Era Progressive GCs for Maldrood?

I have been seriously Seeking to use these heroes in Era progressive GCs but have had no luck.

I agree with this.

Pellaeon meant to join Maldrood on the death of the Reborn Emperor.

Leonia Tavira joins with Maldrood after Isard takes over the Empire.
Though in my second playthrough, Leonia nor Pellaeon ever showed up! Why?!
