Modify the space battle cap in campaign to 120 in current version

How does one modify the faction unit cap for space battles? i open up C:\Program Files (x86)\Steam\steamapps\workshop\content\32470\1125571106\Data\XML faction files and it only has a few lines in it

In notepad++ it reads
 <?xml version="1.0" ?>

<Faction_Files>
   <File>ICW/Factions.xml</File>
</Faction_Files>

You're not in the right file. That's FactionFiles.xml, you want Factions.xml, which is in the ICW folder (which is what that line in that file you posted is saying).
