Shouldn't interdictor stop units from emergency retreating?

Playing as the Yevetha and the one hero is an iterdictor, had him turned on, but during the battle imperial units kept emergency retreating.  A lot of strike cruisers got away.

This can be solved by activating the G.Ws at the last second(its a little annoying) , otherwise it won't work. (i dont remember if this is just for ICW or just the base game in general)
