Era Stuck (I think)

Im playing a GC on the 83 planet map as the Empire of the Hand, and I have gotten where the Imperial Remnant has no planets left. The hero that they have is Thrawn and he is stuck floating over Byss and im not sure what to do about that. Does anybody have any suggestions?
