How to get the Eclipse?

This may be a stupid question but how do I get the Eclipse? I have researched everything for palpitine and I still can't find the ship. If I could get a detailed walk through on how to summon the ship that would be nice.

Summon Palpatine as a hero from the military station on your oringinal home planet.

1. Get 8 Civic Research stations.
2. Research Palpatine.
3. Auto summon him from the Naval Station on your starting planet.

You need to have heroes enabled in the game options when you start. Then, you'll have a station on your planet when the game starts which allows you to call in your heroes after being researched.
