I was wondering if he could be a hero for the CIS

If you don't know oom 9 was the oom commander at the battle of the gungan army and had a voice that was quite unique for a battle droid even though he only had 2 lines

"Open fire! " and "cease fire!"

He was also the star of a galactic battleground campaign

Its just a suggestion. Even tho he was shut down/killed at the end of phantom menace

For the CIS? No. For the Trade Federation? Maybe. There might be some better options so some random droid commander might not be the best choice.

It was something I suspected. And like to know the same answer.

For the CIS it is no chance, since it was disabled when Anakin blew up the Droid control ship.
For trade federation it is still basicly a one battle hero, so not likely, but not fully out of the picture.
(one battle since you can't have multiple phase ground battles)
