PA can't unlock Vindicator

The research for the Vindicator is attached to the Immobilizer-418, and vice-versa.  But the PA doesn't have the Immobilizer, so they can't unlock their first cruiser...

We were initially going to swap the Immobilizer and Vindicator and apparently reversing the changes didn't stick entirely. If you redownload it's fixed.
