Not to mention the explosion of Warlordism, the Yevethan Purge, the Corellian Insurrection, Kyp Durron's Rampage, and like you mentioned the Yuuzhan Vong. The Galaxy was MUCH better of under the security of the Galactic Empire.(of course I confess myself a bit biased on the subject as I am a Loyal Son of the Empire)
The NR just replaced order with anarchy and soft bellied political corruption. What was needed was strength, order and leadership, all of which the NR lacked and the New Order and Empire of the Hand had in abundance.

They were as prolific and ever spreading as Flood through Halo! Everywhere they infested the NR bringing lag and redundancy to every system from which they were spawned! Thus were the dark times before the saviors of the mod team did vanquish the plague that threatened to cover the galaxy in an infinite number of Fleet Commanders...
(melodrama aside it was really an issue in the Thrawn Campaign GC, Shadow Hand GC, and Reunification GCs which until the Fleet Commanders overpopulated EVERYTHING else in the game were some of the best GCs.)
 They also make heroes less strategically important, since they are basically discount heroes. I really don't look forward to the idea of seeing them again, but that's just my opinion...

Since the yevethan war was relatively contained to the Koornatch cluster I'd suggest a smaller GC but with lots of Fleet units say 7 planets for the yevetha 14 for the NR and if the yevetha are not intended to be playable then 9 planets for the IR(this should fit with territorial boundaries of the time era)

 If the Yevetha are not playable why not give them a sizable chunk of the Black Fleet say 1 ISDII,2 VSDs, 1 Dreadnaught Cruiser, 2 Assault Frigates, and 12 Aramadia Thrustships per planet with N'zoth having the amount of warships it does now as their starting force? Having a smaller number of planets than the other two factions I think the ability to build more ships at a faster rate of construction would make them very dangerous of course but Thrustships only being able to be constructed on N'zoth. This would give them tremendous attack power and defensive capabilities since they would not have defense platforms of Golans like the IR and NR would have.

The NR should have smaller carrier based ships and some mon cals since they had started to go away from heavy capital ships by this time and focused on building large fleets of versatile smaller craft like the cruiser carriers. IR primarily the ISDs and it's normal complement of ships.

I propose that the Yevetha be able to build ships faster than the other factions(since that's kind of what they were specialized at.) The NR should have a medium ability of speed to produce ships as they were slow to mobilize in the crisis, but the IR should have a very slow rate of production as by this time the resources and shipyards are nearly gone.

As for Yevethan ground units I have some thoughts on that. Firstly most of their equipment would be captured or copied Imperial machinery(Chariots, AT-STs, Juggernauts, SPMA-Ts, and AT-PTs) They would have had speeder bikes as well I imagine. For infantry I think three types, 1st the standard trooper with blaster(comes in a large squad like the NR and EotH infantry but can break up into single units instead of operating in 3s like the IRs troopers) 2nd the rocket troopers to counter vehicles(might as well be like their NR and IR counterparts) and 3rd the melee trooper(since the Yevetha have those deadly arm long claws I thought why not make some of them like the Phase 1 Dark Troopers from FoC?) They would have to close with the enemy but you could make their attacks one hit kills on regular infantry when they got close enough to attack. They could come in squads 2 squads of 3 and break up into individual units.
As for buildings they would probably just use standard IR buildings with minor variations, no turbolasers or planetary shields for starters.

Well those are some of my suggestions.

I confess uneasiness at the thought of fleet commanders returning(after whatever bug was in 1.0-1.2 that mass produced them faster than Spaarti Cylinders equipped with ysalamiri) plus they kind of take a bit of strategic importance off the heroes since you can basically send them everywhere and build them without limit nearly.

Could the following planets be given to the Yevetha,

Doornik-319. Site of the first decisive battle between the Duskhan League and NR(placed to the northeast of N'zoth closer to Coruscant.(placed as a buffer against the IR) with 1 ISDII, 2 VSDs, 2 Strike cruisers, and 8 Thrustships with light frigate shipyard(ground forces could compose At-STs and Chariots since we have no Yevetha infantry skins)
 
Prildaz. One of the worlds taken and occupied as a colony world and site of battle between the Duskhan League and NR as well as one of the Black 9 Shipyards(placed to the west of N'zoth as a buffer against the EotH) with 1 ISDII, 2 VSDs, 2 Strike cruisers, and 8 Thrustships with heavy frigate shipyards(as a gas giant it would need no ground forces) 

New Brigia. One of the first Yevethan victims of The Great Purge and later occupied for the minerals there.(Placed to the Southeast of N'zoth as a buffer against the NR) with 1 ISDII, 2 VSDs, 2 Strike cruisers, and 8 Thrustships with light frigate shipyards(ground forces could compose At-STs and Chariots since we have no Yevetha infantry skins)

The reason I suggest these is that with N'zoth as the major intersection of the three main factions it's a relatively simple thing for the AIs or player to wipe them out and move on. Having an extra planet and garrison between N'zoth and the main factions it would make running over the Yevetha a bit more difficult and more significant as a faction.

Yes I suppose that would account for the seemingly increasing madness...it's just when I read Dark Empire(I can't bring myself to read it too much, the art style is mediocre, the story jumps about like a schizophrenic with epilepsy, and the dialogue is very over dramatic with little substance to the original character's personalities, which are just y opinions but when compared to say Crimson Empire, Shadows of the Empire, X-Wing series and Heir to the Empire comics the Dark Empire series just fails to impress.) I can't connect the raving lunatic that CLAIMS to BE Palpatine with the cunning, methodical and coldly calculating evil genius from all other aspects of Star Wars both films and EU material.

Here is a question that has bugged me for some time.
Palpatine/Sidious coming back multiple times in clone bodies using Essence transfer. I have a few problems believing that it was the real original Palpatine:
1: In essence transfer requires physical touch(in the book Darth Bane he has to touch Zannah to connect them) Palpatine was at Endor, his spirit supposedly took over one of his hands in another system, then was taken to Byss to enter his clone.
2: His behavior, the clones act like absolute idiots. They rave, they come up with plans of no secrecy or seeming purpose. Compared to his original scheming patience and genius this seems starkly out of character.
3: That he waited 6 years without doing ANYTHING while HIS Empire collapsed around him.
4:His lack of Sith traditions(he wielded no Sith lightsaber, he ignored all Sith teachings of wisdom)
So let me ask you this, WAS it really Palpatine driven ever more mad by the insanity of the abyss between existence when he changed bodies? Or was it a series of clones who believed they WERE Palpatine but were insane and lacked his cunning and patience?

Prison(as a bonus upgradeable Slave labor) reduces cost of all items manufactured on the planet by 10%

I'd like to propose some ability possibilities for units in 1.3
Crimson Command VSD and 13X could have the (Increase Firepower) and (All Power To Engines) abilities
Yevetha Thrustships could have the (Self Destruct) ability similar to some of the Zann Consortium ships in the original FoC especially when they are almost dead
Zsinj's Raptor Troops could have the (thermal detonator) and (Timed Mine like the scout troopers) since they were primarily shock and sabotage troops
The SSD Eclipse should have the (Gravity Well generators) since it did have them in Dark Empire and be tactically useful as well
The 181st Imperial Fighter Group could have the (lucky Shot) like Rogue Squadron as they are elites and this could make them far more dangerous as a unit
Baron Fel in the Empire of the Hand could also have both the (lucky shot) and (All power to weapons)
Rather than the "proton beam" which is kind of like a super weapon that Thrawn did not have his ISD could have the original ability it had in FoC to massively increase rate of fire for a short period without sacrificing other attributes as well as increase efficiency of nearby Imperials.
Could C'baoth have the (Force Corrupt) ability in Space as he was able to directly take over enemy ships at will on certain occasions, this could be balanced by range and the fact C'baoth is in a carrack.

Are you sure the limit is 20? I play Art of War a lot and kill Isard to get the katanas from Thrawn's era. I have about 28 right now, that's when my icon for them goes away.

Well to be fair, there are both good and bad smugglers in the SW EU. Take Niles Ferrier and his group, the Hutts, the Corporate Sector, Black Sun. The "Good" smugglers are actually in the minority if you count all these characters and organizations and most of the "good" smugglers are basically forced into that role by circumstance from neutral or uncaring roles to begin with.
