Title: Carriers; How do they work?

Note sure anyone still uses this forum, but uh, it's here, so I figured I'd ask.
Specifically this is about the Ton-Falk playing as Empire, do they replenish lost fighters, or do they just kinda've become useless once their fighter's've been shredded?

One its fighter complement is dead, they don't come back until the next battle.

That's why it has the 'Retreat' ability.
