Title: Can not build mining facilities in conquest

I am playing the lastest version of your mod, galactic conquest (the biggest one with around 120planets) as a New Republic.
I captured almost every planet of Eriadu Authority, but I can't build mining facilities there, is this and issue or this is actually right?

In 2.2 there is a limit of three mines/tax agencies per planet, and a total of 20 galaxy-wide.  You can sell and rebuild them on other planets with higher base credit values to maximise your income.
