Title: Certain New Republic techs cannot be researched.

The NR tech "Coalition Builders" and its followup tech are not able to be researched because the required tech "Arbitrate Tariff" and its requirement "Democratic Peace Theory" are not available to be researched.

Fixed for 1.15, should be in the public beta with the first batch of changes.
