They boost planetary income by twice the amount of the base, are unlimited compared to tax facilities, and get better results from dedicated mining worlds. This is probably to prevent the IR from having enough money to just spam ISD2s and Executors. Spefically they boost 3 times as much on worlds such as Sullust, and so do economy boosting heroes like Talon and Lando.

I've been wondering for awhile, how does the game calculate how much money you get from mining facilities. It explains it pretty well for tax agencies but it just says "a substantial amount" in the description.
