It's not really crashing, the way it's supposed to work is the game closes, and re-opens with the mod, but in some cases permission settings don't allow the game to reload the mod.

The easiest way around this is to go to the properties for Empire at War in Steam (Right click it in the library, properties, then click launch options) and paste the following into launch options:

To whom it may concern,

I have the Steam version of the Empire at War: Gold Pack.  I recently downloaded the 2.15 version of this mod and tried to play it: both the Full version from modDB as well as the Steam Workshop version.  Trying to use either version results in the same thing: the game crashes back to desktop when I try to boot the mod.  Do you have any suggestions as to how I can resolve this?  I don't have any previous versions of the mod and this is my first time playing it.  I apologize if this isn't enough information to go off of.
