It wasn't specifically that they needed an "astromech", just that they needed a mechanically-capable droid and an astromech happened to be what the Jawas were offering.

Similarly with Threepio - he needed a translator, and a protocol droid with an extensive translation matrix was available.  It was the translator part that mattered far more than the protocol part.

and the protocol droids can speak Bacchi - which is the binary language of moisture vaporators.

Astromech droids can do the maintenance on any mechanical or computer systems they had, and since Tatooine was heavily based around the space port and their clientele, they would have needed a protocol droid to talk to potential customers for their big bottles of moisture.
